In my opinion, it's too complex, too many parameters and they don't want to get bored with it. If you register a web page, you can then change the page color AFTER (with more options for the UWP App than for the desktop version), but by default the page is white. If you look at the competition (OneNote) there is no dark theme either.

However, I think that's where the difficulty lies, not just for notes. I would be curious to know the percentage of people who only use Evernote to clip web pages.
